Pagan's Wrath and the Royal Cargo trucks are two different things. Pagan's wrath are 3 vehicles with soldiers and propaganda speakers, and show up on the map as a skull, and go on a circle route. Royal Cargo trucks are just 1 large truck and have no marker on the map. Both of them still show up even after completing outposts and fortresses. There was one or two that I couldn't get no matter what. Was a bug. Think one was above me, and even using the chopper I couldn't get it. I think one was under water too. Pull a firearm out. Aim at the strap holder at the cage’s side. Fire one round. If you hit the strap, the cage will open.
